JOINT ACCOUNT, FINANCIAL INTERFERENCE AND PERFORMANCE OF LOCAL GOVERNMENT COUNCILS IN NASARAWA STATE, 2015-2024

Abstract
The challenges of people in the rural areas especially in Nasarawa State Local Government areas is devastating as it is evidenced from the deteriorating condition of primary education, portable drinking water and health care delivery services among others. Government at all levels have made several effort to improve better condition of people living in the rural areas especially in Nasarawa state but all prove to avail. The above prompt the researcher to investigate the financial interference of local government fund by the state government through the operation of the State-Local Government Joint Account system. The study is anchored on the theory of Fiscal Federalism propounded by TiebFinancial Interferenceount (1985). The population of the study is the total population of the five local government areas purposively selected for the study which is made up of 1,220,128 while the sample size is 400 drawn from the population using Yamane formula. Data shall be gathered through primary and secondary method using questionnaires and Key Informant Interview and shall be analyzed through the use of descriptive, simple statistics and percentage in a tabular format.
